Its a parameter set during the creation of the ORACLE instance, and is not just for ORACLE7 ... see table SYS.V$PARAMETER for the value in use in your instance
...init.ora parameter 'db_block_size'

Depending on the hardware & os architecture, ORACLE allows it to be from 512 bytes to 32K, in defined steps.
