SQL*Net 2 comes supports both 16bit and 32 bit. It is just the way you install it. If you install the Windows version in the C:\ORAWIN directory
you get 16 bit SQL*Net v2.

On my NT, I am running SQL*Net v1, v2 - 16 bit, and v2 - 32 bit.
