There is a help file included in the Oracle Designer Folder. Run it and select the "Repository Administration Utility", then select "Troubleshooting an Installation or Upgrade". Select the "Messages during Installation or Upgrade", scroll down to the message about "Problems with package RMDBG" which will link you to the problem description and solution, which is to grant the repository admin user who you created to own the repository the system privilege "Execute and procedure". I did this and then, just to be safe, dropped the repository, and re-created it.
