This is only true if your 3.0 application already ran on Clients.
If the Forms-part is running on a central server, then every screen is sent over the network. If you use 4.5 on PC, then only the data is transferred over the net. But with poorly written querys, the amount of data can be significant.
I had a site where, after conversion from server-based 3.0 to
client-based 4.5, response times increased from 2 seconds to 4
minutes. After some redesign of the program, response time got down to
1 second.
