Runtime Forms Installation

We want a PC with Win 3.1 and not 3.11  to run an executable forms only.
These forms are developed on a separate PC. To connect to the Oracle server
SQL*Net, using the TCP/IP protocol, will be used.
I there a way of installing only the runtime routines of the forms 4.5
rather than the whole forms ?
