Can't access some data dictionary objects

 Who owns the DICTIONARY or DICT object.  
On NT, I had to go through no extra steps to look 
at it.  But on DEC-UNIX, I keep getting, table or
view does not exist.  I tried as SYSTEM as
well as SYS.  I have run the pupbld.sql script.
I am sure I need to run more scripts!!
