If you would like to upload documents and store them in the database or file system and then subsequently download them again on the web, you can check out the cartridge (or cgi-bin version) we have at http://govt.us.oracle.com/. All the source code / examples are there to be downloaded under downloadable utilities.

A command line, oci program for unloading and loading the stuff is there as well.
