Paul,

Are you opening a fmx on your local pc or on the network ? Do some forms open quicker ?
Is the slowness during the actual opening of the form or is the form performing some kind of dml processing ? Are the libraries stored in the database or in a file ? How long is slow ? How busy is your server during all this ? Are there any disk queues, heavy IO during all this ?

Let me know, we are doing heavy Forms 4.5 development and we have not run into these issues...
