The Enterprise Manager needs a server-side repository (a set of
database objects). You will need to install this repository by
running the SQL script SMPCRE.SQL. On my Win95-PC this is located
in <drive>:\ORAWIN95\SYSMAN\ADMIN (see "Oracle Enterprise Manager
Installation Guide", page 1-7).
When starting the Enterprise Manager, you initially log in
to the database that contains that repository, i. e. you log in
as the repository owner (the user who executed above script and thus
owns the repository objects). From what you write, it looks like you
installed the repository as user SYS.
When you try to connect as another user, the repository, of course,
is not found.
After that, you can perform various admin tasks for all your databases.
