WHAT IS A NON-REPOSITORY DATABSE???

We are trying to get Oracle 7.3 Workgroup server running on Windows NT v4.0. It was set up without a hitch. After teh installation, the recommended SQL script was also run. But now we can only connect to the ENTERPRISE MANAGER as SYS or INTERNAL. Trying to login as any other user results in the following error message:
"VOC-00114 The credentials you have supplied are for a non- repository database. Please verify that you have supplied the correct credentials and that necessary installation scripts have been run on the databse".

It does not make sense to us. We even tried copying the SYS user using CREATE LIKE and even that new user wouldn't login to the ENTERPRISE MANAGER. We can login to otehr tools supplied with ORACLE or thru other third party Oracle tools (like Borland Delphi, DBArtisan, etc) using the userid of our choice. Why can't we do it with the ENTERPRISE MANAGER? Thanks very much for your help!
