PL/SQL to EXCEL file Question

I have a company hard copy form that has been duplicated electronically in
Excel 7.  The information to populate it is in Oracle 7.3.2.3.  Is there a
way to do this using PL/SQL?  The form is a bit odd in that there are 3
columns for every row.  There are also 3 columns of these 3 columns (like a
newspaper).  I need to write each row selected to a specific location in
Excel.
