Developer 2000/Show Stoppper/HELP

Running on HP 9000 series, windows 3.1 for workgroups, unix. Converted 3.0 forms to developer 2000 (4.5 forms), sql*menus would not convert, created them new.
  I am passing globals into form to query for specific rows.   The form runs okay when ' at least one ' row is queried.    If ' no ' rows are queried in form, menus are not pulled down, the form

     is not displayed, and the icon cursor blinks.... Must reboot to get out

     of this mess.
   This makes no sense to me. Querying no rows is a ' normal '      Oracle function.
   Has anyone run into this problem ???
