 Each product has what is called resource files that control keyboard functionality. Usually these are found under the product directories such as ORACLE_HOME/forms45/admin/terminal/US for forms. Each product will have it own resouce file. If you are using a Motif product then the resource file will be somewhere like ORACLE_HOME/forms45/admin/resource/US. Of course this still depends on the product. By changing environment settings you can force product to use specific resource files for applications.
