goto http://govt.us.oracle.com/ and follow the link to downloadable utilities (quick picks from the home page). One of the utilities hosted there is a OWA replacement cartridge or cgi-bin application. It supports the OWA functionality and adds image upload from the browser into the database or file system, image download from the database, an <oracle> tag in html, database authentication, and other stuff.

binaries for NT and solaris are there as well as makefiles for many other platforms....
