how can I set transaction using OCI?

I tried 



oparse(&cda,(text *) "set transaction use rollback segment rb01",


            (sb4) -1,(sword) PARSE_NO_DEFER, (ub4) PARSE_V7_LNG))
 


It executes ok by afterwards, any and all select statements return
no_data_found!



anybody got any ideas?
