OCI on Oracle 7 Workgroup Server

There,

Im trying to port one Oracle 7 Enterprise application from Unix to NT. This application use the Oracle OCI for data access. Since Oracle 7 Workgroup is cheaper soultion thus one thing I would like to know is if OCI is available on Oracle 7 Workgroup on NT. Also, any difference between the Enterprise and Workgroup versions? I cannot find such information on Oracle homepage, any comment or roadmap is appreciated!!!
