                     REQUEST FOR DISCUSSION (RFD)
            moderated group comp.sys.network-comp.announce
             unmoderated group comp.sys.network-comp.misc

This is a formal Request For Discussion (RFD) for the creation of the moderated Usenet newsgroup comp.sys.network-comp.announce, and the unmoderated Usenet newsgroup comp.sys.network-comp.misc. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below.

Newsgroup lines:

comp.sys.network-comp.announce	Announcements relating to Network Computers. (Moderated)
comp.sys.network-comp.misc	Network Computers and related topics.

RATIONALE: comp.sys.network-comp.announce

There is currently great public and media interest in the subject of Network Computers, and because the Network Computer is an emerging technology there are announcements all the time from companies relating to their NC developments.

There is currently no newsgroup dedicated to announcements relating to Network Computers, and the creation of this newsgroup would allow NC related announcements to be channelled to people interested in such topics. Like other comp.sys.*.announce groups this group should be moderated to ensure only valid NC related announcements are posted.

RATIONALE: comp.sys.network-comp.misc

Ever since the Network Computer idea was proposed by Oracle, Apple, IBM, Netscape, and Sun, last year, it has attracted immense public and media attention.

The Network Computer (NC) is not only a device, but a fundamental change in the direction of computers which has the potential to change everyone's lives, as much as the telephone and TV have done in the past. Computers will cease to be seen as a magic box which the general public either fear or don't understand, but will become a consumer device, opening up many possibilities for future communication, work, and entertainment.

There has been a fair amount of discussion about the NC is various newsgroups, mainly those connected to companies who are working on core NC technology (eg Acorn, comp.sys.acorn.*). However partly because of it's revolutionary nature, there is currently no newsgroup dedicated to the Network Computer.

This newsgroup is intended to be a discussion area for any topic relating to the Network Computer, to complement the announcements newsgroup proposed above. In the future it would be possible to expand the comp.sys.network-comp.* hierarchy with additional sub groups, for example .hardware, if and when this is necessary.

CHARTER: comp.sys.network-comp.announce

The content of posts to comp.sys.network-comp.announce should be current, textual, information, and must relate to the Network Computer (NC). This includes press releases and news items, as well as any other topical announcements relating to Network Computers. The group will also be used to distribute information relating to the comp.sys.network-comp.* newsgroups, for example a FAQ.

Advertising is not permitted, unless the document contains information of interest to the intended audience of the newsgroup. For example an advert for a Network Computer exhibition or conference would be welcome.

Repeat postings are not not acceptable unless there has been a major change to the information contained, or the posting is an accepted regular posting like a FAQ.

This newsgroup will be moderated.

Moderation policies:

The moderators will accept any post which is in keeping with the above charter, and will NOT give more importance to announcements from any one company. Submissions which are clearly inappropriate will be rejected without a reason, any other marginal post will be returned to the sender with a note from the moderator explaining their decision.

END CHARTER. MODERATOR INFO: comp.sys.network-comp.announce

Moderator: James Sears <js_at_null.net>
Moderator: Stuart Halliday <stuart_at_quantumsoft.co.uk> (Backup)

Both James Sears and Stuart Halliday are familiar with Network Computer technology and issues, and are NOT directly connected with any Network Computer manufacturing company.

END MODERATOR INFO. CHARTER: comp.sys.network-comp.misc

The newsgroup comp.sys.network-comp.misc is a general discussion area for any topic relating to the Network Computer.

Advertising and announcements of any kind are not allowed in this newsgroup. If there is an advert or announcement relating to Network Computers then such a post should be directed to the moderated group comp.sys.network-comp.announce.

Binaries are not permitted. This group will be unmoderated.

END CHARTER. PROCEDURE: This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation guidelines outlined in "How to Create a New Usenet Newsgroup" and "How to Format and Submit a New Group Proposal". Please refer to these documents (available in news.announce.newgroups) if you have any questions about the process.
