OCI vs. ODBC?

Please advise. How to get the best peroformance for applications on
running on OS/2 talking to a Oracle 7.1 Workgroup server. Is OCI faster
than ODBC? Where do we get the required .lib files to link with C
programs usign OCI Calls?
