I don't know anything about Web servers, but the $ORACLE_HOME refers to where the oracle code to be executed is. For example $ORACLE_HOME/bin is full of a bunch of executables. If any of the files are different between versions then you want to keep them separate. One way to do this is to use the $ORACLE_BASE configuration, described in the preparation chapters of the unix oracle installations guides (and messed up in some oracle installation cd's, so beware). Basically, this has a base directory like /home/dba/oracle, with product, admin, data, local and TAR directories under it. Under the product directory, you would have version directories named after the version number of Oracle you are using, which is what you would set $ORACLE_HOME to. Since I don't know anything about Web servers, if the two products run under the same version of Oracle I would guess the guide is hinting that you append a W1 and a W3 to the oracle version to make different home directories.
