Have you set up the PC client correctly? Have you got a tnsnames.ora file on the client PC that correctly points at your server (IP/address) and the listener (port number). Have you checked that you can actually ping the server (thats 'ping', not 'tnsping'), just to make sure your TCP/IP software is installed and working?
