MS do a free set of macros to plug into Word, it also comes with some of their development tools.

If you want to buy a specific product there are quite a few around. Such as Doc-to-Help, and my favourite Robehelp by Blue Sky Software. The also have a help_to_html converter and help to document converter, which come as part their office product.
