I think the answer to:

"ORA-09352: Windows 32-bit Two-Task driver unable to spawn new ORACLE task".

Is: when you tried to do something such as svrmgr23, you need to tell it which database you plan on doing your work with.... Oracle can't know what you want to do unless you tell it...

I.e. Just running svrmgr23, you will always get this ORA-09352 message...

as soon as you: connect internal/password_at_sid_alias things are okay... The important part is the 'sid_alias' part as this tells svrmgr23 what task you want...

You need to setup the sid_alias with Oracle's Easy Net Configuration first... (You also have to make sure your listener.ora file under ORACLE_HOME\network\admin is setup correctly too)

The topology.ora part... sorry... can't answer....
