I recently had this when trying to develop a Win 3.x (i.e. 16-bit) application under (shudder) Win 95 (32 bit). It appears to be the result of trying to run Forms and SQL*Net with incompatible versions (e.g. 32-bit forms and 16-bit Net). That would give exactly this response as would running 16-bit Forms with the 32-bit Net product.

To get rid of it check the above and regenerate if necessary.
