We have also a similar configuration in my office.

Check first that Oracle NT server side is ok.
- oracle servises are runing

tns service is runing
..\network\addmin\listener.ora contains address entries for spx services for the sid you are running On our side I must configure that by hand. Stop / start TNS listener from services after changes
Then make TNS alias with easycfg on Server side for that addres you have done in to listener.ora (supose you have install sql net client also to server side)
Then you can test spx*net on server with sqlplus for exsample
After you server side is working ok with TNS alias
Make on client workstation same TNS alias and test connection

With this procedure I have help up one other installation.

Our Netware file servers are 4.10

      Oracle 7.3 on Windows NT 3.51 Server
      Client workstation DOS 6.20 / Windows 3.11 with Netware nework
        runing Forma 4.5 applications
