Do a 'shutdown abort' followed by 'startup'. Then 'shutdown immediate' followed by 'startup'. This will ensure that the database comes up cleanly. Make sure the users don't sneak in after the first startup ;-) We occasionally get this problem (7.1.3) but there isn't a patch -Oracle say you have to upgrade to 7.1.6
