Is DBA the primary group for user1 and user2, ie if you type id at the command prompt do you see dba as the group. If so this may be the problem, as with some flavours of unix a user is not automatically allocated the groups he is assigned at logon time. So when you login as root your group is not dba. If you issue newgrp dba and then go in to ServerManager you should be okay. Hope this helps.

I recall something about ROOT membership in the dba group. I believe group related access by root to secure database operations is restricted and not as easy deliberately as other memebrs of the dba group.
