Help with tnsPing problem

I have an MS Access application that attaches to an Oracle 7 database via ODBC and SQL-Net. This application has been working for two months.

Recently I have been unable to connect due to "timeout". I get this message from ODBC when I boot the Access application, and from tnsPing when I try to ping the server.

Can anyone tell me what might be timing out, and/or what kind of bottlenecks I should be looking for?

I'm an Access consultant working at a new Oracle site. The MIS people are unable to provide me with much help.
