DBA privelige

Could anyone say me if administrator can grant priveliges to objects which he does not own and has not been granted with grant option by owner. If so, which privileges must this administrator have?

My original imagination was, that if I have DBA privilege, I can write eg.

GRANT SELECT ON owner.table TO other_user. But it does not work.
