You see the article both places because some people cross-post articles or worse, they post the articles separately in each newsgroup. Both practices go against the newsgroups' charters.

If you can only get the comp.databases.oracle.misc newsgroup and not the others, then you need to contact your usenet system administrator and request that the others be added. Some administrators don't add a newsgroup unless a user requests it.
