I'd recommend ODBC. I've used PRO*C in the past and the main problem was that we had to recompile the project everytime we upgraded out version of Oracle (even from 7.0 to 7.1). This may be acceptable for an inhouse project, but if you are going to deliver a solution to a customer, be prepared to do some serious customer support.
