Actually 200 MB of DRAM is not all that much these days. I regularly see systems running 1 - 2 GB of DRAM.

The disk layout can be critical for performance in Oracle.

Additional, indexes, tuning Oracle and kernel parameters are things to look at. Oracle press and Oreilly both have good tuning books.
