The Obackup software is free but it won't back up on it's own. It has no tape management capabilities. So, you have to had one of the third party tools to work with it.

The other database backup software that I know of is from Datatools. It's like Obackup but I believe it has more capabilities. And no it's not free, and yes it requires a third party tool for tape management too.
