Ranking a column withing different groups??

Hello,
I have a big table ( ~2 million rows ) that have columns like State , Counties , Data1.I need to rank the Counties within each state based on the Data1 column for example.This should also account for tie-breakers...

Is there a fast way to do this in Oracle. I dont know if there is any statement in PL/SQl etc??
