On Windows95, it's necessary to disable automatic database startup by using "oraautos off" command.

Then, when you will start sqldba71 and connect as "internal" (not system/manager!), oracle wouldn't try to startup your non-existing database ...
After connecting, it will be possible to startup oracle instance with "startup nomount", and, then, create the desired database.
