In SA 5.0 the runtime components (rteng50,rteng50w,rtsql) are licensed separately from Sybase. Note that the PowerBuilder 5.0 deployment kit includes the runtime components and a license to distribute.

For the next question, the runtime engine does not support DDL except GRANT CONNECT, logging, triggers, stored procedures and a bunch of other stuff.
