If you do not have full faith and confidence in the organization (and it's people) that you hire to manage your database the DO NOT hire them. In Oracle in order to maintain the system you need the DBA privilige set and anyone with the DBA privilige set can see everything, touch everything, and destroy everything.

If you do not trust the people entrusted with your system you need new people, or a new job! You appear to be in a position to enfluence the hiring process so you will have to trust your own judgement. You could negociate approval on the people assigned to work on your system with your outsourcer. Thinks like personal introductions to local staff before someone is assigned to work on your system, and regular scheduled on-site work days can go a long way with building a bond between your company and the outsourcer.
