You're running into a problem with the required support files.  You're
right - you do need an older verion of ODBC, but Oracle doesn't make a
32bit one for oracle 7.1.  Intersolv used to maintain Oracle's ODBC back in
the 7.1 days, so you may need to try an Intersolv ODBC driver.  A supported
configuration would be to migrate to Oracle 7.2 if you could.
