Oracle has phased out SQL*DBA. The replacement for it in 7.3 is Server Manager (SVRMGR23.EXE in the Windows NT distribution, svrmgrl in Solaris), which is a line mode program that still accepts the management commands (like STARTUP, SHUTDOWN, CONNECT INTERNAL) that you used with SQL*DBA. Eventually, even Server Manager will go away (probably in the 8.1 time frame, but don't quote me on that), and there will be GUI tools to do DB management (there are already, I just don't use them yet).

Anyhow, no functionality has been lost.
