How to install package utl_raw?

Hi everybody!
I work with oracle 7.3 on solaris 2.5. I don't know how to install the package utl_raw in ORACLE_HOME/rdbms/admin/utlraw.sql. The file contains only the specification but not the body. Any hints? Another question. Is there a similar package for long raws? Thanks for any help.
