Try setting the listener.ora parameter:

    STARTUP_WAIT_TIME_listenername=2
This will cause the listener to wait 2 seconds before responding to its first status request (and causing the stack dump you see below).

I have had this problem in the past on a heavily-loaded server, and the addition of this paramter ALWAYS fixes it.
