Assuming that you use MySQL v5.6,
first, read "Installing MySQL on Microsoft Windows"

then, read "2.3.5.2 Creating an Option File" (referenced in the last
paragraph of the "Installing MySQL on Microsoft Windows" page)
at http://dev.mysql.com/doc/refman/5.6/en/windows-create-option-file.html
For other versions, locate the appropriate reference manual pages from http://dev.mysql.com/doc/refman/
