Assuming that you use MySQL v5.6,
first, read "Installing MySQL on Microsoft Windows"   at http://dev.mysql.com/doc/refman/5.6/en/windows-installation.html then, read "2.3.5.2 Creating an Option File" (referenced in the last paragraph of the "Installing MySQL on Microsoft Windows" page)   at http://dev.mysql.com/doc/refman/5.6/en/windows-create-option-file.html

For other versions, locate the appropriate reference manual pages from http://dev.mysql.com/doc/refman/
