You could use publisher in OEM or apex. There of course are a variety of open source programs that could be used.

One of my customers has asked about having a graphical interface for job scheduling. Does anyone have any suggestions of something (preferably free) that can be used? Here's their request:  

We're trying to centralize our automation overview and enhance our ability to schedule reports and extracts and other dependent processes based on DBMS processing. We can write queries to help with that, but having a graphical overview of what's happening with our DBMS schedules would be helpful.
