What's the context where it appears?
I don't think it's a parameter - it looks more like a flag reported by the optimizer in a 10053 trace to describe the status of the current query.

alter system set is_recur_flags=0 scope=both
Error report -
ORA-02065: illegal option for ALTER SYSTEM
02065. 00000 - "illegal option for ALTER SYSTEM"
