setup ords as dba account

We are new to using ORDS. We like to run everything using scripts, the developers will generate all their updates callable by a single script and I run them into production. However I noticed that will ORDS you have to log in as the schema you want the ORDS service to run as to create it. Is there some other way possible that I can stay logged in as my DBA account but create the service under another schema? And how come there is no DBA_ORDS_% tables, only USER_ORDS_%? I was thinking of putting services in multiple schemas as we have a single database that runs many applications. Or are majority of people putting all their ORDS calls under a single master schema?
