Hi Nenad,
I recommend using Clusterware exactly for the points that you mentioned, the ACFS mount registry does not work in Oracle Restart and the cluster dependencies with the storage are not honored.
I have done a few implementations like this (in 12.2+), they work really well.
If you want to upgrade to RAC in the future, be careful that you need to correctly configure your private interconnect , or you will need to restart your CRS on the node before adding a new one.
You do not need RAC license as long as you stay in single instance (that means also no RAC option ON in the binaries).
Cold failover cluster is also an option that does not require RAC, but you have to code your stop/start scripts.
