Strange stuff with DGMGRL

Hi!
The version is 19.7 on Linux x86-64. It's a Xen virtual machine. I noticed that the StandbyFileManagement property was empty for one of my standby databases. Here is what happened:

DGMGRL> edit database dwstb set property StandbyFileManagement=AUTO; ORA-28000: The account is locked.
What the heck is going on? I am logged in as SYS.
