I have no hesitation in recommending Guerilla Capacity Planning by Neil Gunther ( https://www.springer.com/gp/book/9783540261384 and other book stores) for a scientific approach to this area. How to present to management is an entirely different topic and one that depends both on your corporate culture/values and also the level of seniority ( VP is, unfortunately, an industry-specific term).
