shutdown immediate tries to start MMON and gets ORA-01089: immediate shutdown or close in progress - no operations are permitted

Errors in file /u00/oracle/orabase/diag/rdbms/dbprim/DB/trace/DB_ora_9958.trc:

We can see above that MMON was first stopped. Then, strangely, the MMON start was attempted. Since the database was already shutting down, MMON start got ORA-01089. This error got then propagated to SQLPlus.
The dedicated server process trace confirms this and adds a bit more information:
