I am in the US, not the UK. There could be a problem with the local mirror.

Chaps, I am attempting to download Oracle Developer tools for VS2019 but have been thwarted by the error below (screenshot). It seems to have been going on for a while.

Does anyone have an alternate link for the same binaries?
