For the newer releases, you can always buy "Mastering PostgreSQL 11" or "Mastering PostgreSQL 12" on Amazon. However, if your hope is to replace Oracle by PostgreSQL to reduce costs, forget it. Oracle is still much more capable and it's much easier to find programmers who know Oracle than programmers who know PostgreSQL. Unfortunately, no open source DB can adequately replace Oracle. There are other commercial databases, like DB2 and SQL Server, which can do that,  but they are not free.
